KYIV, Ukraine -- Multiple blasts rocked Kyiv and other areas of Ukraine on Saturday, killing at least one person and wounding 14 others, in a sign that the pace of Russia attacks had picked up before New Year's. Some Ukrainians defied the danger, however, to return to the country to reunite with families for the holidays. Ukrainian officials claimed Russia was now deliberately targeting civilians, seeking to create a climate of fear to see out the year grimly and usher in a bloody 2023. First lady Olena Zelenska expressed outrage that such massive missile attacks could come just before New Year’s Eve celebrations. “Ruining lives of others is a disgusting habit of our neighbors,” she said. For thousands of travelers, holiday cheer turned into a sack of coal due to massive flight cancellations caused by a “once in a generation” weather event and ill-prepared airlines. Flight cancellations started on Christmas Eve and continued to increase throughout the week, Mineta San Jose International Airport officials said. Southwest Airlines, one of the airport’s main carriers, had the majority of cancellations. Southwest canceled 60% of flights due to bad weather conditions, airport officials said. “The initial weather delays we saw across all airlines over the past weekend aren’t entirely unusual when winter weather occurs around the country, but the continued impacts to Southwest’s operation is highly unusual,” airport spokesperson Ana Maria State told San José Spotlight. The Centers for Disease Control and Prevention (CDC) is advising American travelers to "reconsider travel" to China as the country is slated drop its strict quarantine policy on Jan. 8. Along with the agency's advice to American travelers, released on Wednesday, the CDC will also require individuals from China to take a COVID-19 test no more than 48 hours ahead of their arrival to the U.S. The requirement will begin on Jan. 5 and applies to travelers from China, Hong Kong, and Macau — except those under two years old — regardless of their vaccination status. The alert and testing requirement for incoming travelers comes days after China's National Health Commission announced it will remove its quarantine requirement for incoming passengers next month, the Associated Press reported . Nearly a week after a winter storm upended holiday travel across the U.S., the airline says it is close to resuming service “with minimal disruptions.” Southwest Airlines, caught in a vexing tangle of misplaced staff and technical problems since last week’s winter storm, said Thursday that it planned to return to normal operations on Friday “with minimal disruptions.” Over its five-decade history, Southwest has cultivated a reputation for inexpensive tickets, reliable customer service and flight crews with a sense of humor. But the company’s meltdown stranded thousands of travelers, bewildered employees and put its executives on the defensive, possibly doing damage to Southwest’s brand that could take years to repair. More than 2,300 of Southwest’s flights were canceled on Thursday, or about 58 percent of the flights that it had scheduled for the day. Countries are imposing new COVID-19 measures on travellers coming from China as international travel resumes. Japan, India , Malaysia and Taiwan have announced stepped up rules on travellers from China in response to rising cases.  Japan says it will require a negative COVID-19 test upon arrival for travellers from China, with those testing positive having to undergo a week in quarantine. Tokyo also plans to limit airlines increasing flights to China. Malaysia put in place additional tracking and surveillance measures. The  Philippines  is also considering imposing tests.  US government officials are considering ramping up controls, too, citing concerns about the "lack of transparent data" coming from Beijing .
